Not at all.
Another way to test the IR2153.
Is to remove the mosfet if you have them installed.
Set pin 6 (vs) of the IR2153 to gnd.
If the IR2153 is OK. will give you 5V on the HO-LO pins.
Note: very important not to have the mosfets installed or booom.
You should check, the small 6 pins Ic
tend to give many oscillation faults.
check if you have 12 volts in any pin, check if on the gate pin of the mosfet, see if there is voltage variation, If not, there is your ic is damaged
