I have used one. It grounds the PS-ON pin so that the power supply turns on and then reads off the output voltages. It doesn't do any load testing or anything further than that, so it doesn't do anything a multimeter and a jumper wire can't. I suppose it'd be useful if you had to test a significant volume of PSUs.
