I am trying to repair a SMPS that is not running. Replaced a bad power mosfet and output diodes but still there is no signal out of the driver IC KA3525A.

I want to make sure that pin 10 "Shut down" is an input, and Pin 16 "5.1v REF" is an ouput.
I was getting 7 volts on pin 10. Someone had been turning presets so I was able to get that down to .7v
I am also getting 13.3 volts out of pin 16. VCC happens to be 14.8 volts at this time. I think the chip is cooked.
