repair of delta / sanken DPS-85JB

I am attempting to trouble this supply wo schematic. The 5 volt supply shuts down when I put a small load on it. I have relaced a few caps that did not pass esr tests.
This is a multi-output supply. It is used in HP laserjet iip/iiip. There is on IC on the input side, SI-9509 that I have no specs on. I am not sure how the feeback works into this IC.

It looks there is a black box there, i am not sure if you have oscilloscope to diagnose?

Have a scope, dvms, sencore cap tester, ...
The issue is - as I load down the 5 volt output the supply shuts down and I can scope anything else - since all voltage drops out. When it is running without load, I think things look ok since it is running. I want to disconnect any overload protection. What I need is either another supply or a schematic for this one.
Suggestions?
